The Home Office has confirmed that from 25 February 2026, the UK will fully enforce its Electronic Travel Authorisation scheme.

From this date, visitors from around 85 visa exempt nationalities will be required to hold a valid ETA before travelling to the UK. Carriers including airlines, ferry operators and rail providers will refuse boarding where digital permission cannot be verified.

The policy forms part of the UK’s moves towards a fully digital border system.

What Is a UK ETA?

A UK ETA is a digital permission that allows a person to travel to the UK for short visits. It is not a visa, and it does not guarantee entry. Border Force officers will continue to assess eligibility on arrival.

The scheme was introduced in October 2023. According to the Home Office, more than 13.3 million visitors have successfully applied since launch. The ETA allows pretravel screening, including checks against criminal records and previous immigration history.

If an ETA is refused, there is no right of appeal. However, the individual may submit a visa application and provide supporting evidence.

Who Will Need an ETA from 25 February 2026?

Nationals from approximately 85 countries who do not normally require a visa to visit the UK will need an ETA before travelling.

This includes travellers from:

• The United States

• Canada

• EU and EEA countries

An ETA may also be required for certain transit passengers who pass through UK border control.

If you remain airside and do not pass through border control, you may not need an ETA. However, travellers must check with their airline or carrier before travel.

Each traveller requires their own ETA, including babies and children.

Who Does Not Need an ETA?

The following individuals are exempt:

• British citizens

• Irish citizens

• Individuals who hold a valid UK visa

• Individuals with permission to live, work or study in the UK, including settled or pre settled status

• Other categories exempt from immigration control

Travellers should confirm their status in advance to avoid disruption at check in.

Guidance for Dual British Nationals Dual British citizens must travel on a valid British passport or hold a certificate of entitlement.

From 25 February 2026, carriers will refuse boarding if digital permission cannot be confirmed. Dual nationals travelling on a non-British passport without proof of British status risk being treated as requiring an ETA.

How to Apply for a UK ETA

Applications are made through the official UK ETA app.

The application fee is £16 per person.

Most decisions are made within minutes. However, the Home Office advises allowing up to three working days in case additional checks are required.

Applicants should ensure passport details are entered accurately. The ETA is digitally linked to the passport used in the application.

Why Full Enforcement Matters

No Permission, No Travel

From 25 February 2026, there will be no flexibility at departure. If an ETA or valid immigration status is not confirmed, carriers must deny boarding. This applies even to travellers who previously entered the UK without advance permission.

Pre Arrival Decision Making

The ETA system allows immigration checks to take place before travel. Individuals with previous immigration breaches or criminal history may receive a refusal prior to departure.

In such cases, a visa application may be the alternative route.

Impact on Employers and Frequent Travellers

Businesses relying on short notice travel from visa exempt countries should update travel procedures immediately.

Checking ETA status must become part of standard booking processes to avoid commercial disruption.
