Portugal: A new Tax Haven for Young People.

In an effort to attract young talent, the Portuguese government has introduced a groundbreaking tax exemption scheme as part of its 2025 budget proposal. This initiative is aimed to ease the financial burden on young workers and incentivizing them to stay in or move to Portugal. The scheme offers tax breaks for young people aged 18 to 35, with the goal of making Portugal an appealing destination for those starting their careers.

Key Features of the Tax Exemption

Under the proposed scheme, individuals in the 18-35 age group earning up to €28,000 annually (equivalent to £23,500) will enjoy a series of tax reductions over a ten-year period. The most notable benefit is the 100% tax exemption in the first year of employment. This means that in their first year of earning, qualifying individuals will not pay any income tax on their earnings, providing an immediate financial boost. From the second to the fourth year, the tax exemption will gradually reduce to 75%. This still represents a significant reduction in the amount of taxes young workers will have to pay compared to the standard rates. In the fifth to seventh year, the exemption will drop to 50%, and from the eighth to tenth year, young workers will receive a 25% reduction in their income tax obligations. This gradual tapering off of the tax breaks ensures that individuals continue to benefit from tax relief as they advance in their careers.

Target Audience and Expected Impact

The tax scheme is designed to support young professionals who are either beginning their careers or are in the early stages of building their professional life. With the income cap set at €28,000, the scheme primarily targets entry-level professionals, freelancers, and those in lower-to-mid income brackets, making it accessible to a wide range of young workers across different sectors.

It is estimated that this initiative will benefit between 350,000 and 400,000 young people across Portugal. This sizable number reflects the government’s ambitious plan to create a more attractive environment for young professionals, particularly at a time when many countries are grappling with a “brain drain,” where skilled workers seek opportunities abroad.

In addition to attracting local talent, the scheme is likely to draw young professionals from other European countries or even further afield. The tax exemptions combined with Portugal’s relatively low cost of living, warm climate, and high quality of life could make the country a new hub for remote workers, entrepreneurs, and freelancers.

Broader Economic Benefits

Beyond the immediate financial benefits to young individuals, the scheme also has the potential to stimulate the Portuguese economy. By offering favourable conditions to young workers, the government hopes to boost domestic consumption, foster innovation, and enhance the overall workforce. This could, in turn, encourage more businesses to invest in Portugal, knowing they have access to a motivated, tax-advantaged workforce.

Furthermore, with Portugal already being a popular destination for retirees due to its favourable tax policies, this initiative further diversifies the country’s appeal by targeting a younger demographic. Coupled with other incentives, such as Portugal’s Golden Visa program for foreign investors, the country is positioning itself as an attractive destination for both young talent and international investment.
